Terra Incognita should be implemented as it just makes sense.
Don't get me wrong, it gives a HUGE advantage and makes the game interesting, being able to see other nations expand and conquer, but it bothers me as it's just not realistic. How would a Caledonian tribe be able to see all the way into Burma for instance?
I think the best way to implement Terra Incognita into this game would be to tie it into your diplomatic range, more or less. For example, Caledonia's diplomatic range is only to the northernmost portions of Gaul, Belgica and part of Scandza. I would argue that would be about the right Terra Incognita distance (minus Scandza perhaps) for a minor nation. Of course larger nations with larger diplomatic ranges would be able to see much further away, which makes sense for nations such as Rome, Egypt and the such.
