Terra Incognita is needed

British isles did not known when Julius Caesar was disembarking his Legions on unknown lands. Also, an Iberic Tribe did not know existence of India obviously.
We just need Terra Incognita and discovery mechanic. Rome could establish diplomatic relation with British isles because diplomatic range mechanic allows that.

It does not make sense that you can establish diplomatic relation with unknown lands.

That would help mitigate the blobbing in early game. Before all the large Empires don't get the tech to discover other lands they can't instantly rush through to India in 10 years.
