With the development system, will the provinces that now have a temple like Trøndelag, Roma, etc get +1 BT or will they just be ignored on that matter and get nothing to compensate?
Temples are still in the game, but they are no longer giving flat BT but tax modifier, and since buildings are limited by development and some of the provinces can't have buildings from the start so those can't have those either.was there a statement saying there are no longer temples in the game?

You are right on both points. Sorry about that bad sentence, but still you luckily got my point. And if they are a tax modifier rather than a flat tax increase isn't that likely a buff to Roma since it has high base tax?
If I understand the dev comments correctly even the worst of provinces (low base tax, bad terrain, bad climate) will at least be able to sport one building, so I'm guessing that all provinces starting with buildings will have the development to keep them.
What am I talking about here? Well, first of all, we have reduced the amount of possible buildings, as a large part were fillers. Secondly, we removed the power-cost for building buildings. And finally, not every province can have the same amount of buildings. Currently, a province can have 1 building as default, with some terrains like desert or mountains reducing it by 1, and some increasing it, like farmlands. And, every 10 development allows another building slot in a province. So Paris may be able to have 6 buildings in 1444, while Figuig can not support a single building.

Obviously the whole thing is still in development, but if I'm not mistaken this is a newer post.Building up development in one province to go from 1 building to 7 buildings is currently about 60 upgrades.. Which is rather insanely, and extremely costly.. That creates a province which is about Paris & Constaniople together in value.. At about 10.000 monarch power in total.

Your source doesn't say the contrary, but is only stating it will be a huge cost to go from 1 building to 7 buildings and that a one building province probily is one with bad terrain and climate.I was going by this one:

If I read your qoute isolated I would think the same as you did and I hope you are right and I'am wrong. I know it's newer, but it doesn't completly exclude the earlier statement. And well, one is a post from late march (the first dev diary on that topic), the other one from early may. As I said the mechanic is still in development, but I'd go with the newer one.
Ragardless of that, I'd say it's pretty safe to assume that every province starting with a building will be allowed to have at least one building.
