Playing as Bavaria I am trying to Gather the lands of the Eastern Marches. The last condition i need is "completely controls the Duchy of Austria". The reason i didnt accomplished it yet is that the Templars are holding Barony of Baden in Wien. I cant make them mine vassal and I cant declare war on them because I dont have valid casus beli on them. Could anyone help me please? ( I am new in CK II )

There is sometimes a “expel Holy Order” button in intrigue. But it will cost piety and make them and maybe the pope dislike you.

But I heard somewhere that only the kieser of the HRE can make those kingdoms...

The "expel holy order" button is available only if the head of the order is you vassal. And there is no such condition as "youu need to be Kieser of the HRE".

Did you own the title of the county of wien? because you ought to be able to declare war for legit holdings or try to vassalise. If someone else was the count that would have stopped you.

This isn't correct. In my current game, I have the option to expel the Children of Perun, and the order is definitely not my vassal.
