I didn’t want the AI to be constantly releasing vassals from their core land to deal with Governing capacity so I just added extra for the AI in the static modifiers difficulty bonuses.
This fixed the vassal release issue but surprisingly the AI was still giving back provinces after peace deals. It’s not a GC issue but an overextension one.
In the defines file I found the following line:
DANGEROUS_OVEREXTENSION_PERCENTAGE = .1
Seems like this causes the AI to release provinces if it’s overextension is more than 90%. If you increase the number, more provinces are returned but decreasing the number fixes the issue. I have mine set to a negative number and haven’t seen that pop up stating country X has been unable to hold onto a province and has be forced to return it since I made the change.
This doesn’t cause the AI to take more than 100% OE
