The teleporter on top of the mountain Spire is deactivated. (after it was reactivated in the story)
You can still fast travel to the Spire per map but then you are stuck.
The teleporter in the Ascention Hall where you proclaimed the edict is also gone.

Also some more information:
when I entered Ascension Hall and the adjacent rooms they were all again covered in fog of war and the Items were there again even though I collected them after activating the tower and going to Tunons Court.
Also in Tunons Court the Chorus and Disfavored members were before Tunon like the first time one enters. Their dialogue didn't activate though, also the doors to Tunon were closed again. All Dialogue however was already grayed.

Did any of you notice multiple instances of Tyranny running at the same time during any point on your playthrough?

I didn't have the Taskmanager open so I can't say. But sometimes the game freezes on loading a savegame and you have to close it and restart the application. So in my case it could be but I can't say for certain if it's the case or not. However normally windows would say that the game is already running in such cases.

When multiple instances are open, then data about the scene can be lost. In this case, the data about the state of the scene has been lost so the portal defaults to its inactive state.

Unfortunately there is not much we can do about this. As with the other thread, I was able to find a set of cheats to reactivate the portal, but this will disable achievements, and I cannot be certain that all quests will work correctly after using this (although there is a very good chance it will be fine).

  1. Open the console by press the ` key, and pressing enter
  2. type 'iroll20s' and press enter (This enables cheats and disables achievements)
  3. type 'startcutscene Cutscene_Teleport_Activation
This will restart the start of act 2 sequence that reactivated the portal (and look a little funky as your character says a line intended to be spoken by a character not in the scene), but it should allow you to progress.

I am sorry there is not more we could do in this case,

Yeah,had similar problems because of second instance of game running. To fix it,please put a block on second game process running.
I tell you how it happens - long loading screens prompt me to alt-tab and check out my browser and other things.And when i click on the icon in taskbar to go back to game,it sometimes starts new game(i think it's because it registers as a doubleclick when i try to get a reaction out of Tyranny window).I think it's the Windows 7 feature ,you can't fix that issue(besides cutting down loading or make Tyranny screen more responsive when it's loading). In other words,it's entirely accidental,i doubt anyone needs two games running.
I upload 3 savegames in case it somehows help to showcase the problem :
1st oldest save - everything good(fighting in Lethian's Crossing with Bronze Brotherhood during the kidnapping)
2nd save - after running second process somewhere in Twin Rivers and world state resets, i go back to Forge-Bound house and trigger event with Magebane all again. You can go and see how Elythian(or Whatshisface - the leader of Crossing) is stuck near the waterfalls,because you can't trigger antechamber fight with Bane again(meaning he's not available for optional quests).
3rd newest save - i go back to Tunon's court after his 2nd summons,and can only trigger the chain from the first act.(at this point,i would even use cheats to fix game world,because i lost big amount of game time and problem becomes progress blocking.Don't care about achievements,can always play again in a few years)
