For a little more flexibility for modding as well as better realism, it would in my opinion be nice if tech teams, specifically the companies and universities, were linked to a specific province. Any nation with cores on that province could capture the techteam together with the province. A nation could lose techteams if another nation waltzes over their industrial heartland: it is reasonable for Germany to lose Rheinmetall when the Ruhr area is taken, and for Soviet Union to lose Nizhny Tagil when that place falls.
There are several locations/instances where gaining tech teams would be a nice feature:

- Spanish civil war
- Chinese civil war
- Skoda in Czech republic taken by Germans
- Scandinavian tech teams when only part is there
- America when broken up into constituent parts
- Soviet Union when broken up into constituent parts

This does not make a lot of sense for single-person teams, they can relocate whenever they want or are conquered. Niels Bohr to US, for instance.

To a certain extent this already done.
If you capture enough IC, the country starts losing research slots. Also, if the USSR could have moved whole factories to the Urals, why couldn't researchers and their equipment be moved as an enemy army advanced?
