So, technology groups are strong and sturdy and this... won't do. Why not replace Westernization with Modernization?

Modernization will be personal for each technology group, and would require a capable ruler to be started. Each Modernization would require a ruler with at least 5 in corresponding stat and an amount of Monarch Power, derived from the size of the country. During Modernization, which roughly should last 5 years, Religious and/or Reactionary Rebels gain a huge unrest, showing the overall denial of progressive thought. After Modernization ends, penalty is reduced by a certain amount, connected to how successful was Modernization (up to -20%), or increased, if the country was broken by rebels (up to +10%).

Of course, you can't have an astonishingly good ruler, and it's hard to Modernize a large country, so there are three ways to get Modernization points from your neighbors.
You can Adopt Culture of your more modernized neighbors. While you put to risk both your National Identity and Religion, you get Modernization started for each Technology Type you're behind your neighbors. If your neighbors have a "superior" technology group, Modernization started this way gets sufficient bonuses, but you won't change your Technology Group - even if you ask for help from Western! But, this requires sufficiently (4 ADM) good ruler to do so, and can also cost a lot of money, if said neighbors feeling greedy.
Or, you can Steal Advancements instead, putting at risk your Prestige and Relations, but staying true to the foundations of your nation. While this type of Modernization won't incur terrible events the higher variant can, it will instead incur DISASTROUS events starting from a moment where your spy was detected. It's only up to you to choose whether to go on or abandon the operation. You will need quite a cunning ruler (4 DIP) to pull that off, and keeping the operation going can be quite costly.
You might feel brutal, and you might not want any other concessions, than Take Advancements. INSTANT Modernization effort which is done by brutally tearing technologies off your opponent at the cost of your perfect (100%) Warscore, but your opponent needs to be sufficiently Modernized for it to have any effect... and you might struggle fighting with an opponent more Modernized than you.

But wait, there's more! You think that's all when you have reached the 100% point? How about taking your 6-stat ruler and taking it further! That's right, you can Modernize even further, but maximum -5% in one Modernization effort, but that's worth it, right? Oh, and also, you gain 1% of base cost yearly when you don't have a 6-stat ruler or a skillful enough advisor to keep these advancements in place. This additional progress is, however, can't be shared with fellow countries, as it is just a representation of your Superb skills in chosen area.

Given that the player has no meaningful agency regarding ruler stats unless they're in a position to become a republic, and you can't become a republic unless you're at least Muslim tech, I tend to regard hard-gating important tech level activities behind ruler stat requirements as hateful.

Lets make it Ruler Level + Advisor Level, but that solely must rely on you ruler's and government's capability to fit new technologies into old society without outright advancing to the next level.

It will be hardly slower than Westernization, and quite a number of countries will be already pretty Modernized to the time they are found out. I mean, they have these several tens of years before colonizators come.
