I'd have to agree...it would be nice to be able to affect the tech rate in some other specific way. However, this certainly isn't the timeframe for adjust the amount of money spent on technological development...this simply wasn't done yet. Similarly, pouring cash (i.e. like the "spend 200" button in EU3) into things shouldn't be the answer, the later Roman military system/equipment was certainly not developed due to spending in this way, merely to the assimilation of weapons and tactics from various enemies, and a number of innovative people.

So what ideas do people have for how to actively affect individual tech rates?
If possible, I'll incorporate them into my mod.

Perhaps it has to happen indirectly by ways/options to increase the share of civilians in your nation?
I don't have too many complaints about how it works today, and I like the fact that you don't get all the new stuff at once when you research a new level.

Okay but all that displays is the simple bar graph of your progress, correct? How do i see all of my inventions and progress?

As it is now, they just could have cut away the whole so called technology screen and also the senseless task of replacing dead people anyway. I dont care about something I dont have to interact with. That simple.
