allies benefit greatly from it especially minors early but axis or nonalinged its useless for. by the time its 1942 all minors are either dead or its just more effective to license for 1 civ

You know, there once was a real world war 2. In that certain things happened. So even if you think it may be pointless on an esports level to have that mechanic or research after 1942, it is still very important to have.

I Think its mean to be an Allied thing anyway to stop the weaker members from lagging behind. Axis on the other hand as they are conquering, would benefit from licenses instead and as such get bonuses for it.
 
I like technology sharing as Italy because by 1941 or so they have no focuses left worth doing.

It's a good idea, just maybe needs further refinement.
