The thing is, I went to the wiki to see what changes Banks made to technology. But the page says it hasn't been changed since version 1.1.

We have updated our Community Code of Conduct. Please read through the new rules for the forum that are an integral part of Paradox Interactive’s User Agreement.
The other sections of the wiki are slowly being updated to Banks/Utopia information so hopefully it'll all be there eventually.
I'm suprised how quickly some of it has been updated. Things which saw a big change (like ethos) have already been fixed. The rest looks like it is on the way.
