Build different tech tree for every Techgroup but no cost increase instead of the same tree but increased cost.
It is easier to balance techs and no annoying massive spent of monarch points.


E.G:

ADM Tech Western
gets everything it gets now
DIP Tech Western
gets everything it gets now
MIL Tech Western
gets everything it gets now

ADM Tech Eastern
5 lvl +10% prod eff. move to 6 lvl
7 lvl Noble Republic move to level 8
17 lvl 20% administrative efficiency move to 18 lvl
17 lvl 20% dev efficiency move to 18lvl
etc
MIL Tech Eastern
some units are later, cav is faster than western

ADM tech Ottoman

disable all governments besides Feudal, Despotic, Teocracy
some Ideas Slots, buildings, dev and adm efficiency are faster or later availble

MIL Tech Ottoman
some units are earlier than western some are later

DIP Tech Muslim, Indian, Chinease
colonial range and settler increase are in very late tech level

ADM tech North American
no production efficency
only tribal governments are available
building are different
no adm and dev efficiency
MIL Tech North American
delete artilery
delete new units at level 10, 18

Personally, I don't like fixed technology costs for technology groups. Neither westernization. But Paradox seems ulikely to do something about it because so many aspects of the game depend on it, and majority of customers do not object.

If anything non-western tech groups should be buffed. American natives were valuable allies for colonial powers in order to conduct campaigns in the new world. Persia and he Ottomans were credible threats to russia and austria. The Marathas resisted the english until being brought down by a massive alliance of various infian powers etc..

all techs instead of western should have 6 ideas slots.

any western country about 1750 can adopt Enlightenment which unlock two last idea slots (due to adm tech level) but gests penalty to religion source

btw some kind of Culture development, level, influence should be implamented to the game. then we could abstract renaisance, baroque, enlightenment, reformation, counterreformation power of cultural influence linked to a country/province/region.

By making each tech level worse for rotw nations it is effectively the same as increased tech cost. Since there is nothing inherently fun or useful in teching up besides the benefits of that tech there is really no point to this.

TLDR I want to buff rotw nations but this isn't the way to do it.

I don't think the intent behind OP's suggestion is to buff RotW. I think it's just to make them tech at the same rate as western tech, but have them get less for teching. It's functionally the same with enough number balancing, but the end result is just you magically get less for being on the same tech level as someone in western Europe because 'reasons.'

If westernization is reworked so that RotW can still functionally become 'western' and get the same benefits that Europe gets just for existing, then I'm not strictly opposed to the idea. Less points spent on teching means more points spent on other things, which is not a bad thing for gameplay.

I have been looking at tech groups and how to rework them, and this is what i got:

Eastern: 10%
Ottoman: 20%
Muslim: 25% starts at tech 4
Indian: 45% starts at tech 4
Chinese: 40% starts at tech 4
Sub-saharan: 50%
Nomad: 50%
Andean: 80%
Meso-american: 80%
North-american: 180%
South-american: 180%
