I have played multiple EUIII NA 2.1 games and still got the feeling that the speed in which countries gain technology is wrong, although it has certainly been improved over NA 2.0. It seems that the AI has an advantage over the player. Even large countries like France, Austria and Spain are ahead of the small nations. Furthermore when playing with a relative small, but strong financial country, that makes most of its money through trade, you can't keep up with the big boys later in the game. Isn't this a little strange, while similar AI governed nations seem to keep up better.

Are there some more people that get the feeling that tech advancement in 2.1 is still flawed?

It could just be the AI running its countries better financially.

But you're right, I only start gaining on the AI when my empire is huge-ish and I have all my pretty economic NI.

Yes and that shouldn't be the case! Isn't there anything that can be done to make it right? Furthermore the AI doesn't usually even have all the economical national ideas.

The AI gains tech at an average of 20-25% faster than a player under NA 2.1. Best thing you can do is to grab a mod that gives them a 20-25% penalty on their tech, and you'll be back at equal terms.

Yes, I will do that. Thank you very much for this information, but what do you think is reasonable for the AI. Normally the AI is pretty weak on making good economical decisions, therefore the AI nodoubtly gained this tech cost reduction. What would be the best tech reduction for the AI compared to the player, without having the player become too advanced easily.

I prefer to just even the field, but I give the AI some other advantages. With a 20%ish reduction, you'll have roughly the same tech levels as the AI if you're equally large, equally wealthy and make good economic decisions. If you want them to be ahead of you, but not too much, set it to 10% or so?

Also remember as of NA 2.1 the AI almost never gets inflation, so they have that going for them even if you even out tech.

Does this fix really even the balance between AI and player or let the AI keep the huge technology cost advantage?

This fix gives technology cost reductions to AI and the player so that both are balanced.
