"Technological Enlightenment" should rapidly move through civilization stages

Currently, the "Technological Enlightenment" project just instantly jumps the civilization from whatever stage/age they're in to the Space Age, and promotes them to a real galactic empire. I think it would be better if the project would rapidly move through the stages of their civilization (Steam Age, Industrial Age, Machine Age, etc) and culminate in them being promoted to a real galactic empire. The time that the project takes, the cost, the benefits, everything else should remain the same, but they should actually pass through these stages instead of just skipping over them.

I make this suggestion mostly because it would make the "Covert Infiltration" project much more reasonable, because if a civilization is too young you would be able to Englighten them to fast-forward to a stage where you can infiltrate and annex them.

If you abandon them midway, it should also have a risk of causing some events, especially if you started enlightening them in the early stages.
Example: If you start enlightening bronze age civilization that are spiritualists, and stop enlightening them once they reach Late medival age, they may start believing their gods abandoned them and an event happens.

If you start enlightening bronze age civilization that are spiritualists, and stop enlightening them once they reach Late medival age, they may start believing their gods abandoned them and an event happens.

I particularly like the idea of this being in game. Sounds fun and immersive.

Also, speaking of things that are *not* fun and immersive: when those Spiritualists finally do reach the FTL era, there's a good chance of one of the government forms they might randomly pick (Democracy) being far, far worse than any of the others.

I created a suggestion about fixing this last bit, if you're interested, and don't mind the tangent.

Anyhow, more events, and features that move the game along a little faster (and give non-genocidal empires quicker buildup) are always great in my book!

Enabling partial Enlightenment-->Infiltration, or ensuring that if you take a system from another empire that is 99% done enlightening a civilization (and perhaps your own Policy stance doesn't allow Native Enlightenment- maybe because you intend to invade them instead) all that knowledge isn't magically lost and forgotten by the Primitives (who really should be Early Space Age by that point) would be truly awesome.

I'd suggest applying an instability malus as you push them through the stages, representing the risks of rapid change. The final enlightenment might provide a bonus to offset it.

This means that halting enlightenment leaves them in this unstable state.

And the instability should cause rapid ethics shift as well.
