tech vs doctrines

Stealing a march. As GB playing historical and not expecting major conflict untill may 1940,would it not be advisable to go all out for high tech equipmeant, and then catch up with doctrines, advantages hi tech equipmeant, I noticed Johan researching Gloucester sea Gladiator 1936 tech in 1940

Well, then you would be behind in doctrines, which put you at a massive disadvantage in all combat.

Also, doctrines take time to reasearch, and allowing yourself to fall so far behind would most likely lead to many defeats, not matter the quality of your equipment.
