Not sure if this is possible, but it would be fantastic if tech teams were able to gain proficiencies the more they work on projects that require them. For the major powers this might not change much, but for smaller ones it would make all the difference in the world.
An example: I'm currently playing a rather different Ireland game in ARMA, and it's 1956. I'm almost entirely done with the tech tree, but the last few techs are taking FOREVER, because my tech teams are not even remotely experienced in the art of designing weapons... never mind the fact that Aer Lingus has been researching and designing fighters, bombers, rockets, and even an air craft carrier for the last 20 years, more or less consistently. And Leyland Ireland - well, they've designed pretty much every single bit of land-based military tech I have, from infantry small arms to artillery to main battle tanks. Hell, even Lenox Chemicals and Goulding Chemicals have done their fair share of weapons design, in addition to designing more efficient transports, supply lines, etc. And my Doctrine tech teams - well, they've managed to figure out carrier warfare and infantry firepower focus on their own.
It'd be really nice if Aer Lingus could develop in a proficiency in Artillery after so many fighters and bombers designed, and likewise if Leyland Ireland got better at designing tanks after the first dozen they developed. It might also be nice if the skill level of the tech team increased with time and use - practice makes perfect, after all.
And although I know the time line of HoI3 will (initially, anyway) be shorter than ARMA, I still think that there should be some room for tech teams to grow. It would add a very nice level of realism to things, I think, not to mention a fair amount of much-needed flexibility for minors.
EDIT: And although I know that as of currently there aren't going to be tech teams per se in HoI3, it'd still be nice to see this implemented somehow. In other words, I'd like to see countries get better at researching over time, regardless of how the tech system ends up playing out.
