TL;DR - The definition of each province should be expanded to include an optional conditional block that limits who can enter that province. This will usually be based on technology or culture, but could include any condition such as government type, character traits, current game year, etc.
Three for three - third suggestion today !
This one came to me while reading up about the voyages of the great European explorers, but I quickly realised that it could be broadened to cover all sorts of new situations. The suggestion is simple but admittedly would require a bit of effort on PDX's part, although the opportunities that this would open up to modders would be immense.
The suggestion is straightforward - the definition entry for each province found in the /history/provinces folder should include an optional new conditional block that limits who can send troops into the area or own it. The block would be scoped to the target realm's top liege.
In almost all cases the sole limitation would be the top liege's tech level and or culture. This might be something like minimum Military Organization level to enter certain arid or frozen waste areas, or a minimum Shipbuilding level to enter certain distant overseas areas such as the coast of Africa or Greenland, shown in game as isolated province boxes linked to one or more onboard areas. At the same time, these area might be available to character's of certain cultures earlier - it might for example require Mil Org 7 to enter Desert areas while Bedouins or Berbers could do it at Mil Org level 2 or so.
This idea alone would allow the game to simulate the exploration of the African coast by Europeans and Chinese - the first few provinces might require say Shipbuilding 7 while the Cape of Good Hope might require Shipbuilding 8 - the Chinese never got that far but the Europeans did which is why Zheng He stopped at East Africa while Vasco da Gama made it all the way to India.
Expanding the concept to a fantasy or alternative environment, some areas might be limited to certain cultures or religions (eg orcish caves, earthly paradise) while others could be limited to certain years or only when a certain event has fired (eg opening the Gate of Hell or finding the Lost World).
The suggestion was originally limited simply to allow limited access off map areas, ie Portuguese trading posts along the African coasts in the 1400's but if implemented as an open mechanic could open all sorts of opportunities to both the devs and to modders.
