What exactly determines the tech level of a nation released after a rebellion? I've had games where rebel nations have been released as a tech level 5 nation in the 18th century, but others have been released at (or near) the tech level of their former sovereign.

It's pretty frustrating to try to cripple a rival by encouraging a colonial uprising, only to have them be released as a society that hasn't even discovered gunpowder in 1760

That seems a bit silly on its own merit, but mostly, I'm running into this issue with colonial rebels. In my current game, USA, Ecuador and Mexico have been released at tech 5. But in previous games (probably in the previous patch) at least some rebellions would be released at a competitive tech levels. It seems a bit arbitrary and also unfortunate, in that it dooms the nascent colonial upstarts to a quick capture.

I finished a game yesterday where Meixco was tech 8 when it first emerged in the mid 1700s, I annexed it, and when it broke away from Spain again in the late 1700s, it was tech level 30. I have no idea why.

I have had one instance where I supported Bulgarian rebels within Ottoman lands, they were on Tech Levels 6ADM, 5DIP, 5MIL. Bulgaria was eventually released as a sovereign nation, it had Tech Levels 7ADM, 8DIP, 7MIL. This was more advanced than even Tuscany at the time.

If it's a country that existed at the start of the game, it seems to be reborn with the same tech levels as it had when annexed.

Thats kinda not true, i was playing as Japan and USE uprised and they had tech like tribes in 1750.

This is true. In my latest game the USA rebelled successful against Spain, only to be conquered by the technological superior Iroquois. The same happens with European nations though, no matter how often I try to release Ireland by beating GB, with tech 5 they never manage to survive :(
