I've always been bothered that the blueprint formula still includes the early research penalty. Shouldn't having blueprints eliminate that? A how-to guide from a country that has already done it really ought to mean you aren't "early" in researching the tech.
The penalty for researching too early is not only because of the actual tech you research, but because of the whole research infrastructure. Imagine a blueprint for the Leopard II tank being warped back in time to 1939 - it wouldn't really help the receiver much, because with the 1939 technology tools / understanding / attitude you cannot even copy that modern tank. Even if you knew how the super-hightech-microchips are made, you'd still need the machines that create them, the tools to test and integrate them and the management techniques to control the whole process. And that's only one part of the whole problem...
So no, having a blueprint should NOT get rid of the historical year penalty. Halfing research time is more than enough to make it worthwile.
