After reading the 2nd Dev Diary and the subsequent discussion it gave me an idea with regards to the Teching and combat experience.

I believe that research should be tied in with combat experience so that nations with any particular type of technology should gain a bonus for its practical experience and that perhaps nations with no practical experience should get a slight penalty. I believe this would allow a more historic technological flow from nation to nation.

For example, the Germans gain experience in the Spanish Civil War as do the Russians and Italians which give the Germans and Italians an edge on the Western Allies with regards to armour, artillery, AT and aircraft tech. Then when WW2 breaks out, the Germans should have better armour, air and support then the western allies which will aid them in the combat for France. After the conclusion of the campaign (assuming it all goes historical) will now give the Germans a bonus in all fields with its combat vs. the western allies who now also have acquired some experience. Now with the UK on its mainland and its forces with little chance of meeting significant German forces for the foreseeable future the UK does not gain much practical experience with much beyond naval and air and thus begins a period of stagnation of its armour forces. The Germans by contrast are now geared to be fully equipped with the state of the art equipment for Barbarossa.

The Soviets gained experience in the SCW and Finland, allowing them the ability to gain some experience on its army and air force and allow them to build. This gives them a modest amount of experience going in to Barbarossa but once it starts Germany and Russia should gain the most by far from anyone in land warfare allowing them to stay ahead of the rest in terms of the next generation of army equipment.

This would effectively allow for things like the Germans the early success due to being able to field the most advanced equipment early but then keep the Western allies less powerful until they engage the Germans in large numbers. It would basically force the Americans to do things like pump out inferior Shermans in mass numbers to make up for the lack of quality while affording the Soviets and Germans to continue to push for better and better equipment to one up each other. This would also allow the western nations to stay ahead on things like Airpower and Naval power.

Having said all this, it should not prohibit people from going against the grain and doing something off the wall, but by simply penalizing something you have no experience in it should take more effort for you to acquire while rewarding those who have the ability to analyze and learn from those experiences.

thats not really how things worked though. Germany did not have any advantage in weaponry against the allies in 1940, especially in armor. (While debatable to an infinite degree) Their advantage was in doctrine. They were using armored tractors in Spain, the knowledge they gained there was in armored doctrine. Finally, British tank technology did not stagnate between 1940-42. That is besides the point however, in regards to the OP, Hoi3 had tech theory and practicals that came from combat experience, and i assume that will be in hoi4 as well
