i have more questions to ask you guys.

1) What's the probablity of firing tech events. My technology is quite beyond its time but still i can't get the advantages because of the lack of events

2) It seems impossible to make a foreign commander disloyal everytime. How can i achieve a civil war in a foreign country and watch their fall if i couldn't make those generals disloyal?

1. It's more or less random after achieving the prerequisites. Some of the inventions also have extra triggers, usually through events like the form vs function buildings and so on.

2. When you send a character on an intrigue mission, make sure you do it from the diplomacy screen rather than through the province screen. That way you can choose a character you want to send - and for intrigue missions, you'll want characters with high Finesse. You'll probably want a character with 8-9 Finesse at least; having >10 Finesse is preferable.
