What is that mean? Game explain nothing. I try to license ship from Germany and it not let me. Really annoy.

Well what the point of having licenses if you can't get something better than what you can build yourself? That make no sense.

Only your close allies will sell you something that has the potential to hurt themselves. Everybody else will only sell you old stuff that is 'safe'
Are you in a faction with Germany and what are your respective naval tech levels like?
I've got good carriers in the past from Japan as fascist Canada in a faction with Germany. They were current year tach or slightly behind, definitely not ahead, but since I'd put no research into naval it was a useful jumpstart

Licenses only really work in Multiplayer thanks to this Malus. Its only use in single player is using it to catch up on research with a tech you are lagging behind on.
^^I'm pretty sure countries like Czechoslovakia used to sell a lot of EQ not only to their allies
In fact, lic worked in HoI3 and buying EQ as minors, China, Poland or Hangary was a really viable strat :v

CIC handicaps, cheesing relations (IIRC a license improves relations) and the Lethal Strait achievement (play as Uruguay, research Inf Eq. 1, voila.)

How? It not let you License technology that is ahead of your own tech.
I play as Turkey and not in faction. It not let me get anything good. DEv need to fix this 'feature'.

By being in a faction, that's how.
They "need" to fix a lot of things... the answer to this is the same as the answer to a lot of things - "Good Luck".
