Tech and Minister Question

I should really know this since I've been playing the game for years. But if a Minister provides an Infantry Construction bonus of -5%, is that applied to all foot soldiers or strictly Infantry? I always assumed it was just Infantry, but I noticed last night while playing as Spain that MTN divisions were cheaper to produce than their Argentine counterparts when I recently played as Argentina.

My other question is that I understand that when a tech provides a +2% industrial efficiency (or maybe it's industrial production?) it's boosting base IC, but does it also provide a boost to resources?

1) Infantry Construction bonus applies only to Infantry. What you've seen in your games is probably because of different policy sliders positions

2) Industrial effectiveness techs also boost resource productions by the same percentage
