Settlements could have been Jon Shafer's game. Since that seems a plausible name for a game by someone who was designer for Civ V.
If you go to https://www.tmdn.org/tmview/welcome, and look up Paradox Interactive AB, you can also find the "Settlements" but if you click on it, you can see that it is about some rights transferred from White Wolf Intertainment AB to Paradox Interactive AB. So it is a litteral legal settlement between those companies.

In WIPO, there is an information about "Settlements" that it is also a book. There are no "Surviving Mars" themed books, so it means that either there is going to be a "SM" book or the name of the new game is "Settlements" and they are going to publish a book about it.

That's just Class 16, videogames is class 9, they are different. Settlements was registered by White Wolf in April 2017, and bought/transferred to PDX in August. I now doubt it will be the PDS game announced on the 19th.Video game inspired book perhaps?
The Stellaris name was registered Friday a week before the game announcement, someone found it on equipo and posted the link on the teaser page Sunday. We were trolling the hints back for a week with the actual name of the game.I'm also looking at a pattern now. Stellaris was first registered for the European market (EM) in june 2015, a year before its release. Settlements is only registered in Europe at the moment too, and the release of Johan's project is probably six months away now, so... well, I don't know. Suriving Mars description goes like this : "a sci-fi settlement builder all about colonizing Mars (...)". I can't help but think that those two are directly related, and they would not make the same mistake twice with such an obvious leak (unless they don't have a choice, legally speaking).
