Many people misunderstanding Rush, Do you need micromanage to kite their ships? Do you need -90% discount? Do you need overpowered origins and 'best meta builds'?
No, You don't need anything special. The only thing you need is 20 ships around 2205 and ability to activate focusing crystal/reactive armor edicts. According the test, Reactive Armor better than Focusing Crystal in early combat, But choosing it lose the ability to use crystal sensor, Harms your scout. That's why I play Teachers of the Shroud, You got crystals from teachers, And Volatile Motes from lithoid trait.

With correct ship design and edicts, You don't need economy advantages such as Imperial Fiefdom, You don't need military advantages such as Clone Army and Hegemony, All you need is normal origin+lithoid.

Not hard to get Crisis Level 5 at 2229, Even I am not using Fanatic Purifier and OP origins. I have 0 economy advantages from origin/civics.
Just let you know, No metas are needed, I don't even finish Supremacy.

Have you tried putting shields on your ships? I know the current meta consensus is to put all armor on your ships. But the reason behind is that, is because missiles bypass shields. However with this design missiles are fully countered by the flak. This leaves room to put on some shields to counter lasers.

The hitpoint of armor is greater than shield. The AI more likely to use missiles and kinetic weapon early, Armor can take more hits. And flaks can't completely intercept all missiles, Because against Grand Admiral, We are outnumbered.

3x armor = 500 hit points, With edicts, We have 575 hit points. 2x armor 1x shield = 475 hitpoints, With edicts, We have only 525 hitpoints.
If AI use kinetic weapons, They suffer from -50% damage too. According to my observation, They use 2x mass driver and 1x missile, 2x shield and 1x armor early.

Flak has 4.5 damage per day and +100% damage against the shield. Shields shouldn't be a concern. Laser has +50% damage against armor and +25% damage against hull.
