Tax rates automatically change

I just downloaded the game and started playing. I adjusted the tax rates for all three types but moment's later they keep automatically changing to a rate other than what I set it at. I'm sure it's probably something simple I am missing but I was wondering if there was a reason this would keep happening.

Posting here so that I get notified of the response. I also noticed this whilst going for the "Keep taxes below 5%" achievement and had to resort to setting the taxes all at 1% and manually, regularly readjust the taxes back down. Lost over $4mil doing that
