But then if taxes are being collected who does get the money? The nation which owns the province doesn't get it... why are people paying their taxes? If France occupies Steiermark, French soldiers aren't going to go around forcing the peasants to pay taxes so the taxman can pocket all the money!

Why would an occupying army let a Tax collecter collect taxes for anyone except the occupiers? I mean, the army in French occupied Burgundy isn't going to have a tax collecter get the taxes and send them off to the Duke of Burgundy, are they?

If you don't get the cash, obviously no one is paying taxes.

EDIT: Obviously, great minds think alike. ;)

You get the taxes - it is called 'looting' (and sets the province on 'fire')

And tax collectors give +3 RR since you use their lists to see who it is worth to loot :p

You also get production and trade tariff income while occupying territory - and if you still occupy it once the 'looting-fires' have died out then you will be collecting taxes from the province..

The only time when a province doesn't pay taxes to anyone is when it is under siege - and then people are understandably upset for other reasons..

Once an army has entered a hostile territory and been there at the turn of the month then the small fires will light up around the city in the province. That means that the owner of the army gets a one-time income boost of the tax-value of the province and the province doesn't produce any taxes for a year.

There is an old exploit centered on looting which uses 'synchronized looting', making sure that all enemy provinces are looted at the same month, while turning income slider to the far right for that month only - getting lots of hard cash for less than 0.1% inflation. IIRC that is ws_232's forte, though.

so it's better to leave the province and collect taxes from it once the "fire" dies, instead of stationing a small army to keep getting loots??
i asked a similar question before and most answers indicated that you get a small portion of the taxes, but now this seems like good news :)

Afaik you get the same amount of money whether you loot the province or just control it, looting just gives you more at once, but I haven't done extensive testing on the matter, I'll have a look next time I fire up EU2 :)

full taxes are much more :)

Actually it might be base tax, but that is usually more.

Full taxes are maxed at (base tax+2)*1.2 but are minimum at 0. (Wrong religion, wrong culture, state religion malus or just revolt risks)

IIRC - looting gives the base tax, modified by events that directly change the base (thus current base, not prov.csv base) but not by promotions or other modifiers. Control of the province gives production and tolls, but not taxes. Maintaining an army in the province will allow looting to be repeated every thirteen months.
Does anyone know which party gets claim to looting if troops from different countries are present, both in and out of alliance?

I'd guess first come first serve, just as in sieges (first arrival still remaining gets it)(possibly with leaders interfering as well)
