I think there may be a connection with plurality for taxes >33%, but not with tax rates below 33%.
The important thing to know is that low taxes are a way to further decrease militancy that derives from POP positions on social reforms.
I just loaded a couple of different games, to see how things where working there.
In all games taxes below 33 decreased militancy.
But also in all games taxes, bove did nothing.
one of the games was as austria in 1895 with a plurality of 89, so something seems fishy here.
Any explanations?

I recently noticed that if you tax your POPs too much they actually start starving to death. First time I ever had negative pop growth! That's what I love about this game. Just when you think you have 100% grasp of the game mechanics they just keep amazing you (although this was granted, not a very big thing)
I also didn't know this until recently.
While i was testing the new POP splitter tool, i noticed the POP were decreasing in size, at first I thought i was something I did.
But i soon realized what the cause of it was.
