it needs be handed over via event to cossacks IF someone else annexes them(like cossacks allies always seem to do now with everyone having leaders). and as such to enable cossacks eastward direction.

In this sentence who is "them"? Is "them" the cossacks or is "them" the owner of Astrakhan.

Under what circumstances? Do the cossacks need to be adjacent? A one-province minor about to be destoryed?
