Tariff base modifier for overseas provinces - how to change value?

There is a tariff base modifier (of -.80) for overseas provinces.

I want to modify it because I think it's too high.

Where (in what folder and file) do I find where the tariff base modifier is set?

I looked in the static modifiers file but I couldn't find it but perhaps it's under a different name.

Any ideas as to where I can find it?

You should create a mod for it, rather than editing it in there directly. Much easier to manage, and won't get overwritten by later patches (though you might then need to edit your mod to update it for new changes in the latest patch.)

Most importantly, if you change the base files, you'll never be able to play Ironman. With a mod you can deselect the mod in the launcher before playing Ironman.

Also I've seen issues when I used to try changing stuff in the game files, as a quick test, but it didn't seem to get picked up properly when I loaded the game.
