Targeting retreating armies with Tactical Bombers

I am often frustrated when I see my tactical bombers attacking immobile and entrenched defenders (invulnerable to ground attack mission) in a province when a retreating enemy army in the same region (adjacent province) presents easy pickings for ground attack aircraft. Is this a bug? Do dedicated CAS do a better job targeting than "tactical bombers?"

Thats one of the big gripes from the start. They only attack the region assigned, it's impossible to assign provinces. It leads to frustration as you described, but also much less micro management with i like.
