Was watching one of the dev streams and noticed they only targeted a limb when the enemy mech was downed, does this mean we can only focus fire on a mechs body part only when they are down? tried looking around but i couldnt really find information regarding this.

That is correct is a broad since of the term. There was one clip during the miner mission that allowed a targeting on a standing mech using morale but we don't have any more details yet.

Might also be tied into pilots skill level. Like an elite skill level. I think you can also do called shots on mechs that are shutdown from overheating (a firestarters work wonders against a lone atlas).

You can do called shots if a mech is immobile. That happens when it is knocked down or when it shut downs due to overheating.

In skirmish matches, yes, you can only target certain areas of an opponent Mech when they're knocked down or shutdown.

That's not the entire truth though: First, it looks like there will be a morale-dependent activated skill in single-player campaign mode that lets you target a salvo on an enemy's body part. Secondly, you can kind of control what you hit by attacking from the side - e.g. attacking from the opponent's left side will give you much higher chances to hit their left arm, left leg or left torso.

You can also make a called shot on targets that are shutdown. So watch your heat AND your stability.

Also what Leith said, there was an ability using morale in a video but we don't know if that has made it into the release version (it was totally OP in my opinion)

You can do called shots if a mech is immobile. That happens when it is knocked down or when it shut downs due to overheating.

Also understand that those "called shots" aren't a guaranteed hit to that location. It just skews the hit% a bit towards that location. So, for example, it's possible to "call a shot" to the head and hit an arm or torso section.

I think it was Tactics skill that boosted your chance to hit called shots. In old beta play, it used to be very high chance at all times. Now you can miss a called location quite often, even if you hit the 'Mech somewhere else. It's annoying to be trying to go for an exact kill and end up coring the 'Mech instead!

To compare displayed called shot odds with beta 2:

Take ArcLight from the PDX Combat Basics stream last week. Her stats and abilities haven't changed, the passive perks from the skill points have, but we don't have a full list of the Tactics tree yet, so that's as close as we can get to comparisons.

Called Shots on fallen target w/ 80% PPC and 75% LRM base hit %.

Head 3% from 12% in Beta 2
CT 54% from 69%
LT/RT 38% from 60%
Arm/Leg 23% from 47%

Witness, who has a higher Gunnery than ArcLight (4Gun, 6Tac vs 3Gun, 8Tac) in the stream gets a 60% on the CT. I'd imagine someone like Kraken with 5Gun, 6Tac would be best for reliable called shots.

Keep in mind, there were a lot of small UI bugs with called shots and it was found that the real results didn't match the odds shown due to how they calculate those numbers. Until we get our hands on the game, we only have the displayed values to compare, but it seems we won't be reliably coring out CTs with massed SRM/ML fire as easily as it was in beta.
