I understand Jains not having any sort of holy war, but that's because not killing is central to the religion!
I'll admit i don't know if Taoism was ever explicitly as a reason for war, but right now you can only declare unjust border wars, which can be quite expensive.
You have no other way to expand save from claims which results in a long boring and expensive process of fabricating claims.
Either give Han culture the county conquest casus belly, or at least the minor holy war akin to Buddhism.
