Tannu Tuva in Armageddon/Abyss?

This has confused me for quite some time. In The Abyss and Armageddon scenarios, which has lots of interesting superpowers, Tannu Tuva is there. They aren't part of any alliance, they have no victory points, their description is completely out of place and, well... They do nothing. I don't see their purpose? Could someone explain? D=

Maybe it's there so the player can standoff nofog and watch the great war since noone has cores nor will attack them.

It was a historical country and will have to be on there regardless of how rubbish their starting position is and are you sure it isn't in an alliance for it was a puppet nation of the Soviet Union historically.

This is Abyss/Armageddon, it isn't historical at all.

No, you don't understand: The Abyss and Armageddon scenarios are completely fictional, all the countries (besides Tannu Tuva) are made up: Communist UK with Netherlands, Bourbon France, Australasia, Libertadores ...
