The main benefit from TD is (1) higher speed, (2) low softness (ideal for getting CA bonus!), (3) very high HA, (4) decent build and MP cost.

I would recommend 2 MOT + 1 TD.
This combination is cheaper and will receive a CA bonus once you have researched light armor and medium armor - easily possible until 1939.
