-20% development cost is nothing to scoff at. And the Maliki school gives another -10%.
One way to accomplish this, is to create Persia, of course, you would have to do this as Sunni, but that should not be a problem, considering Alam is Sunni, and got most of Persia already.
Qara Qoyunlu is another possibility, though it starts as Shia, most of their land is Sunni, so it should not be a problem to convert. Infact, switching capital to Baghdad (something you might want to do no matter want, because of it's inland center of trade, producing cloth, and is farmland (-5%, -10%, -5%)), is enough to let you convert. QQ is also big enough to get -8% right off the bat. In this way, a QQ to Persia game would have, at least, -90% development cost in Baghdad, and likely more (merchant estates being happy, full economy idea group, prosperity, development edict, renaissance institution)
An interesting, if a bit harder, way, is to start as Hormuz. They are the wrong culture, so you need to switch to Iranian culture, which is the hard part. But Hormuz gets another -10% development.
But even if you don't care about creating silly big provinces, it is a great way to ensure institutions come to your country shortly after their inception.
