I am a very loyal paradox fan. I have Ck2, Eu4, Hoi4, and Victoria 2. I've spent thousands or at least hundreds of hours in each. Occasionally, I see a thread or two which pretty much just say "wHERE IS VicToRiA 3???" and, that's kind of what this is. In my opinion, there is NOTHING like victoria 2, it's raw potential is overwhelming. It is such a fascinating time period to cover, and has such depth and intricacy to it's mechanics (especially the economy). It quite badly needed attention, and has SO many flawed/unfinished aspects. Like, for example, there is no system to integrate subjects. Some things like that make it nearly unplayable, however, I (and many other paradox fans) still love victoria 2. I'm also pretty sure that victoria 2's cult following would love nothing more than to see all of its blaring flaws fixed in victoria 3. However, as time continues, it seems more, and more likely that paradox will never make victoria 3. I also find that very puzzling, as I can't imagine (with a good marketing strategy of course) that victoria 3 wouldn't be profitable. So, I would just like to know. Why is paradox serially neglecting what might be it's greatest franchise? Also, why won't they give us a straight answer? Are they currently working on it? Or, more importantly, will they ever make it?

I don't think that is is necessarily getting unlikely that Victoria 3 will ever be made. One of the things that you have to remember is that Paradox has changed how they announce games quite recently after the disaster that was HOI4s drawn out development and they are no longer announcing games nearly so far ahead of release. So if they had started making V3 right after finishing Stellaris and HOI4 (2 major titles released at almost the same time which beforehand would have tied up a lot of resources) it is possible they still might not have announced it. I don't think they were working on it at that point but the mindset that not having it announced means it will not be released for at least 2 years is no longer valid (so if it is made it might sneak up on us a little more).

Also there was mention at one time that they would probably make V3 if they had someone who was really willing to set aside everything else and be the main cheerleader and driving force behind it (which they like to have for all their games) but that at that point there was no such person.

And at other points they mentioned that there were major systems (like they world market) which they really didn't like so maybe they are just waiting to come up with a bunch of really good feasible new systems to replace the problematic ones.

Anyway I really want V3 to come out as well and I think that there are a lot of arguments as to why we haven't seen anything and it doesn't really point that strongly to paradox never making it.

I do agree with you, but my hope is still fading. I would give anything for a new Victoria III, anything.

It's not like the "occasional" thread or two about it ever vanish from view, either. There's clearly interest on the part of the player base; whether it's broad enough to justify making an extremely complex game, at the expense of NOT making something simpler and potentially more appealing to a broader and less demanding market segment, is the real question. Does Paradox make "Victoria 3" next, or "Nazi Zombies in Space"? Personally, I'd much rather see Vicky 3, but others might want something less "historically constrained". To me, while a game like HOI3 was too heavily scripted at times, HOI4 went too far in throwing out the "historical" in favor of a "complete sandbox" approach, to the point where it's no longer even "plausible". There comes a point where it's obviously "silly".

The one thing that heavily skews the issue is sales volume. The surge of popularity of digital downloads has led to huge increases in the number of games sold, and new titles outsell their predecessors by leaps and bounds. It's difficult to say whether a newer game's massive sales figures are due to the popular interest in the game, or due to a lot of people downloading stuff on sale on a whim. "Hours played" is also highly misleading, because it doesn't include all of the older games that DON'T track the hours online.

There has been confirmation in the past that they were assembling ideas and thoughts for Victoria 3 and that several staff were interested in making it but no "Champion", so it was little more than a collection of ideas at this point. That was quite some time ago now, we know that they're working on at least 1 secret project still, hopefully Victoria 3.
I think it'll take a while yet but that we might just eventually see it.

That's true and it would be a shame if they made a dumbed down version of the game or made some elements like the pop system abstract or some other stuff of nightmares. They do have to make it first though and I'm increasingly losing hope.

Honestly I think that many of the games systems could be streamlined, stuff like pop assimilation and militancy from goods are so complicated that if you streamlined them 99% of players would never even notice. As it is there are a lot of cases where complexity is there without adding any depth which is really the much more important thing.
