but I feel like the changes are a little lack luster and could've been improved upon even more.
With the new system, the only strategy guiding the choice of culture to convert to, will be trying to keep certain cultures above the accepted culture threshold.
Cultures, or even culture groups, should each have a cultural trait(s) that provides a certain effect on their provinces and a preferred climate and maybe religion.
For example it would be easier and more advantageous to settle Russians in an arctic province rather than Omanis.
Mountain provinces settled by Swiss could provide a reduction to their development costs.
The English and Dutch are renowned shipwrights and could provide stronger or cheaper ships.
It could be cheaper for someone with English as the primary culture to spread Norman culture.
I know all these effects sound small, but they would add more depth and meaning to the culture mechanics.
