The AI surrendered to me after I annihilated all their ships and started bombarding their home system. Thus I took over their single planet without sending an army down on it. It is an arctic world full of previously enemy pops. I cannot colonize an arctic world. The pops are really unhappy, not surprising since they lost the war!

So how do i proceed? Do I accrue the energy and mineral output from this planet? Can I send one of my governors down to help manage the planet? How do I increase happiness as the pops are mostly red? Will they revolt? And if I could occupy the planet, say it was a continental world that I could occupy, how would I proceed with a population already present on the planet from the previous enemy?

Clearly I am pretty new to this fascinating game. :)

First of all, it depends on your ethos and respective policies.
If you can't purge them or enslave because your people are individualists, then the population will be unhappy. Their yields will be lowered and, I think they will join factions more willingly. The happiness penalty will go away after some time.
If you can enslave, you have the other option - to enslave them all and place mineral networks all over their world.
If you can purge, you can simply replace the population with robots - you will need to place mineral networks too. Just be sure to have at least 1 completed robot pop before purging.
Alternatively, if you purge all the pops on the planet, it will be abandoned. I am not sure (haven't checked yet) but possibly the planet can be terraformed after this.

That unhappiness will eventually go away once they get over conquered butthurt and convert to your ethos. So think of conquered planets as long term investments.

I cannot colonize an arctic world.
Well now you can, as you have billions of your former foes' population to work with.

This is the best reason to conquer enemy planets in the early game: now you can use their freezy biology to further your own ends.

Thanks for the replies.

I am Human, Fanatic Individualist and Xenophile so I cannot enslave or purge.

I let the game run for a bit just to see what happened on the planet and noticed a group of Separatists emerged which reached 50% and then 60% of the population. I built a Defensive army thinking they may stop the potential revolt and the Separatists gradually disappeared but not sure if the Army was the reason. Also issued a Happiness edict and sure enough, happiness increased immediately.

Defensive armies won't help much and they are actually useless. Legends tell that uprising may happen, but only if faction gets 100% support. While you will be notified at 30% support and can suppress faction easily, that won't happen.

Also, you may want to start propaganda broadcasts if ethic divergence of species is in 0-10% range. If it is negative already, you are fine.

I wouldn't say that defensive armies are useless on conquered planets with lots of unhappy pops.

Most of the time, I max out defensive armies on the conquered planet and then stop caring completely about the factions on it, since most of the time the army will automatically crush them should they try to rise in rebellion.

They are unhappy now, but give them a few years, broadcast propaganda relentlessly, and put down one or two buildings that cause approval and you'll be fine. Alternatively, you could just release them as a puppet

Be sure, to make sure, that they are not starving and all have a work place. That seems to speed up the happiness regain process as well. ;)

P.S. Do any army type count or just Defensive? If I land a bunch of hardened Assault troops, would they not be best at quelling revolts?

Individualist Empires may not be able to enslave or purge, but the Hyper Entertainment Forum's +15% happiness can help stave off the problems of conquest, simply by dumping it's fun 'n games on the recently conquered people.

I wouldn't say that defensive armies are useless on conquered planets with lots of unhappy pops.

Most of the time, I max out defensive armies on the conquered planet and then stop caring completely about the factions on it, since most of the time the army will automatically crush them should they try to rise in rebellion.
It is literally 1,000 times cheaper to build no defensive armies and have the planet maybe one day revolt, than it is to build a bunch of defensive armies.

ok, this is good and thanks for the suggestions. I calmed the populace down with a governor bringing a happiness bonus and a bit of broadcasting propaganda.

Then, after building a spaceport, I discovered building a colony ship gave me the option to build one for the conquered inhabitants so I can now colonize arctic worlds with them in addition to the continental worlds my race can colonize.
