Taking Hull Damage During Travel Makes Ships Ignore Orders

For some reason, my ships are taking Hull damage while traveling in enemy space. I know there's a mechanic tied to it (can't remember what it is), but it has the annoying side effect of cancelling follow/attack orders.

I'm ordering my Destroyer Fleet to follow my Battleships (because they're faster, so they'll get too far ahead otherwise), but the damage is causing them to stop immediately and go idle in the system.

This also applies to ships ordered to attack enemy fleets, they just stop and refuse to do so. You can click systems and they'll travel there no problem, but it's been a logistical nightmare.

Is this a known issue?
