I declared war upon my neighbor, and then moved troops into one of his empty provinces. No enemy troops there, no battle, no siege... yet the province is still under his control? Uh, what?

We have updated our Community Code of Conduct. Please read through the new rules for the forum that are an integral part of Paradox Interactive’s User Agreement.
Provinces always have a castle you have to siege, they are never empty. If you are at war and there's no siege, it's a bug.
