Playing as Germany, I do the typical thing of getting into a war with the Allies. While that is going on and I control southern England and Wales, I take my navy and one division out of Cardiff and do a naval invasion of the eastern most point of Canada. The division gets beaten of course, but it means I'll get all of Canada in the peace conference.

There should be some sort of minimum participation well above [anything over zero] to trigger getting the territory in the peace conference.

Peace conferences, let me count the problems
- Nonsensical AI demands
- No way to see what the AI is going to demand
- No way to negotiate AI demands
- War score based on casualties taken rather than inflicted
- No way to seize the defeated nation's navy, you need to puppet and annex the nation
- No way to allocate territory to non participants
- No white peace option
- No way to demilitarise nations or state regions
- No way to partition nations
- Did I mention the nonsensical AI demands

I let the Finns into the Axis. Cool idea you say. I puppetted the USSR. Finland annexed the entire USSR (minus satellite states).

When I checked, they had 0 manpower. Can you imagine them trying to garrison a country that big.

How much would casualties count towards participation? You usually get Canada in the peace conference after you inflict a few thousand casualties on them.
Which I'm fine with, because its impractical to try and naval invade Canada as Germany, and having Canada makes invading the USA later easier.

I puppeted all I wanted but didn't annex large parts of USSR thinking no one would want them. But because the Finns had a border with USSR they took it all.

I didn't annex it because I didn't want it. I already had terrible resistance problems from screwing up garrison equipment. I think Finland had a decent score because I went to war while the first winter war was ongoing.

It is just sort of hilarious because if I let the game roll, there will probably be rebellions.

-The occupation score can also be exploited by repeatedly pushing divisions from a large victory point.

-I also played a game where the bombing score made an odd situation. As Austria-Hungary I was attacked by the Axis. All the fighting that the Soviets did was around East Prussia, as Poland never capitulated. However, they got 1000 score from bombing, so we both had just over 40% participation. Sending a couple hundred bombers should not have allowed them to get as much score as me, who did the majority of the fighting and get much more than the Allies combined, who actually had fronts in France, Poland (both of which didn't capitulate) and Africa.

- If two nations have the majority of the contribution they can easily end up being the only ones who make demands because of the pass button. The smaller contributers should still be able to get something.
