Taking Austria by force as Habsburg Hungary

As Hungary, I've been attempting to recreate Austria-Hungary multiple times now. The problem is I cannot seem to do it in time. Taking Vienna and Graz is not enough to make Austria capitulate, so it seems taking Innsbruck is necessary. However, every time I try this, Germany will complete Anschluss first. Even if I'm currently at war with Austria and controlling most of their territory, the war will automatically end and all territory be ceded to Germany once the focus is completed. Even if I rush the "Take Austria by Force" focus, save my Political Power for conscription laws (which are necessary to win the war at all), and even some luck with Germany picking some early industrial foci instead of going for Anschluss, I can't seem to make it in time.

Is this just not possible anymore, or am I missing something?

Why take it by force? Use the referendum. A lot of the time the Austrians will say yes and you will gain their units and generals.

If they say no, you get a CB against them, and can try to defeat them in time by heading for Innsbruck right away with some divisions, although with the current patch it isn't as easy as it used to be.
