Take mandate CB should require you to actually take the mandate before letting you take any land

Otherwise, the CB effectively serves as an exploit to just grab land at reduced AE.

Which I'm sure some people love, but it defeats the purpose of having this CB in the first place.

The same can be said for Crush the Revolution and other CBs which you take only as pretext. On one hand, it makes sense to declare war to get that one province you originally claimed. On the other, the mechanics of the game seem to allow for open ended conflicts, and that's not something I dislike.

Having the war goal being cheaper, accruying less AE and costing less dip points seems to do the trick for some CBs. Maybe something similar could be envisioned for this one.

Disagree, I think it's fine to do that as a result of its geographic restriction. Situational CBs can be very powerful, and that's fine. Otherwise you might risk not controlling enough land to actually deal with the Mandate if you have to take it first time.

I don't see anything situational about it. It effectively means that China's neighbors will always have a cheap CB against it.

Come to think of it, this is yet another factor making the mandate a bad thing which people aim to avoid rather than obtain. You already see this kind of attitude on the EU4 wiki in pages discussing Yuan strategy, etc. I feel this is a strong sign that there are still serious flaws with the design of the mandate, even after the rework. Getting rid of nonsensical nerfs like this one would be an easy improvement.

Nothing constrains you to only using this CB to attack China. You always have ordinary conquest, which you can use until you feel ready to take the mandate.

The nerfs of the Mandate wouldn't be so annoying if the reforms were powerful. The last should offer big buffs so that keep a Mandate above 50 without passing any reform would no longer be the optimal strategy. I have always been amazed at the choices made by Pdx in this regard.

I think not allowing taking land at all without the mandate is taking it too far, peace treaties where neither side 100%'s the other are a thing. Settling peace for a province or two if things drag out should be allowed.
If you want to stop abuse of it you could make taking land without taking the mandate not count as part of the wargoal, so that it costs normal AE and dip.

the real objective of the cb is not take the mandate as soon as possible, but take provinces so you can have a a stable mandate later, you cant be the emperor of china if you don't own a big chunck of china before claiming the title
This can be done by normal conquest.

This sounds like a good compromise.
