Lo folks, I just had a thing where after I revoked the priviligia silesia formed poland and thus got all it's provinces out of the HRE. Since they are stuck on duke level anyway (because they are a vassal) there's no reason that they should drop out of the empire on formign the HRE.
Also the theocracy electors keep trying to become archbishops despite beign stuck on duke level(again because they're vassals).
Not much of a sugestion seems more like scenarios you've overlooked.
