TAC - more costly, but more allround and longer range. Perfect to harass UK ships and escorts out of their intercept range. Also useful vs. infrastructure and buildings, perfect to take nasty forts like Gibraltar or a 20 Div guarded Malta.
With escort brigade you can beat other bombers and even outnumbered / outdated INT and FTR.
Though I barely use them for Barbarossa - too much micro and I usually win without them anyway...
