From the EU4 Facts Thread

Engine, Performance and System Requirements
-The game run on the Clausewitz 2.5 engine, an upgrade of the Clausewitz 2 engine of Crusader Kings II.
-The System Requirements will be the same as with CK2.
-The game is planned to have multi-core support.
