Synthetic Pop Migration Controls

The problem I'm noticing is that if you have a progressive faction with egalitarian ethos and any synthetic pops, the free movement issue is permanently red, lowering faction approval, because in the species rights screen for the synthetic pops you cannot alter the migration controls away from enabled. There isn't even a grayed out option suggesting you could do so, even if the default rights for all species says no migration controls.
