So I'm looking to play once more to try out the Leviathan and Utopia once it comes out. I'm looking to try a Synth Ascension and I'm wondering what's good suggestion for custom race and government for the run?

In theory, picking the Mechanists Civic would be a good choice, from what we know. It'll head-start you on the technology side of unlocking the Synthetic Ascension perks.
Fanatic materialist is the best ethos as it gives a reduction to maintenance for robots.
Why not have both? Also, get something to keep your massive brobot population happy next to the whole materialist thing, so you don't end up having revolts all over the shop. 
Edith: wouldn't rushing the technology be counter productive? You'd almost certainly not be able to defend yourself from the Fallen Empire if you get AI too soon.

Only awaken fallen empire is against it but I am pretty sure you need to complete 4 accession perk to be able to go synch.
Get the government civic that gives you unity production on farms. It seriously gives a heavy unity boost, especially during the early game where it essentially doubles your unity production
