Do you have slaves? I've noticed slaves screw up the job promoting calculations. I'm able to fix it by pausing, disabling all worker jobs, waiting a few ticks for them to promote, then re-enabling all the jobs again.

There is a bug with synth ascension where your AI servitude policy caries over when you ascend. So if you had synths set to servitude before Ascending then all your pops are stuck on Servitude forever. The only fix I am aware of is to load an old save.

dumb thought, but do you have the synth leaders tech?
Synth leaders tech is required for the synth ascension perk. Additionally, this is a known bug: OP does have Synth leaders (scientists, governor, etc.), but synth pops cannot work ruler jobs because the synth policy is set to servitude and hidden by the UI.

The intended behavior is pretty clearly for synth ascension to set AI emancipation and hide it, as AI servitude ceases to make sense after ascension, but the first step is missing and so failing to manually emancipate synths prior to completing the ascension project breaks your empire.

While it is sure to be a bug, I can think of this as an amusing piece of narrative of "yea, our scientists forgot that we treat our robots as servants and didn't re-define it before we turned ourselves into robots...and robots don't have the privileges to change the rules...we fucked up."

This is actually hilarious
Anyway, I was on ironman but thankfully the game saved 1 month before the completion of the project. I managed to remove synths from servitude and after ascending jobs would work normally. Now there's another problem: one of my factions is unhappy about migration controls for my new synth citizens but the "no migration control" option simply disappeared. I think I am going to abandon this campaign and go for a devouring swarm next
